Norway's Auditor General has qualified its 2025 audit opinion for NAV, the Labour and Welfare Administration, after discovering persistent weaknesses in IT system access controls and logging. The audit cannot verify the accuracy of approximately 683 billion kroner in annual benefits—97 percent of the total 702.7 billion paid out under the National Insurance Act. The same issues prompted a qualified audit opinion in 2024 and contributed to the resignation of NAV's director in autumn 2025.
